Abstract: The present dissertation deals with the student assistance policy at the Federal University of Pará. The general objective of this study was to know the process of implementation of the Institutional Policy Assistance and Accessibility - PINAE at UFPA and the internalized conception in the axis of Student Assistance. The specific objectives were: to know how the implementation of PINAE at UFPA occurred; to characterize the concepts present in the practical action of PINAE at UFPA; to identify the practical actions that permeate the assistance to students in vulnerabilities at UFPA. Originating from questions in a context of dismantling of state structures that support social policies and the process of cutting funds for higher education, we sought to identify whether the conception and formatting of the Student Assistance Policy at UFPA takes as it is based on the principle of universalization of the right guaranteeing assistance to every student or reproduces the trend of focused and restricted service imprinted in social policies by the neoliberal State. The guiding questions are: how was the implementation and formatting of the Student Assistance and Accessibility Policy at UFPA? Did the PINAE executors workers and the students participate in the process of constitution and implementation of this policy at UFPA? Do the programs and services offered meet the demands and specific profiles of students in the Amazon region? In the analysis of the documents,  we sought to identify: the conception, guidelines and objectives of Student Assistance in the institution; the social actors involved in the process of elaborating and structuring the PINAE; Ta formatting the implementation and management of its actions and services, the shapes of access by students; the scope of service; which showed the mapping of the profile of students served by SAEST with the budgetary resources available. It is based on historical-dialectical materialism with the centrality in social relations, in the perspective of respect and guarantee of social rights to students and low-income families at UFPA. It was possible to conclude that there is an inverse relationship between the increasing numbers of students who enter the UFPA courses as well as the increase in the demand for aid and the budget availability; The lack of a minimum team of workers on the campuses, which is recommended in the PINAE, an aspect that compromises qualified and integrated care by the multiprofessional team; Student Assistance was institutionalized in the Lula da Silva government, it follows a fragmented, punctual and focused logic that includes and excludes and redirects the student sright to assistance; The workers participating in the study pointed out that the implementation of the institutional policy took place in a democratic way and that most workers, students, decision-making bodies and other spaces at UFPA were consulted. Most students who apply for SAEST aid are in the per capita income level of ¼ of the minimum wage and a less expressive portion in the class of 1.5. The student to be covered by the PNAES and the PINAE may belong to this last criterion, but with the minimal support available, it is difficult for a student with a per capita family income of 1.5 minimum wage to receive financial support from SAEST/UFPA.
