Title of Dissertation: "SOCIAL WORK AND URBAN AND HOUSING POLICY IN PARÁ: the professional work of the social worker in the Housing Company of the State of Pará (1960s to 1980s)"

ABSTRACT: This research, qualitative in nature, sought to recover and analyze the historical process of the professional work of social workers inserted in the Social Work teams in the scope of urban and housing policies executed by the Housing Company of the State of Pará, between the 1960s and 1980s, highlighting the central requirements placed on the work of social workers and the main responses of these professionals. Using the historical and dialectical materialism as a research method, this study used bibliographical, documental and field research. The bibliographical research was carried out by means of a survey in databases, in which it was possible to identify scientific works that highlight the main evidences of the urban/housing issue in the particularity of Pará between the 1960s and 1980s. The documentary research was developed through a survey in the internal library of Cohab/Pa, in which it was possible to access the institutional collection of the Company. The field research included semi-structured interviews with Social Work professionals who worked at Cohab/PA. The analysis of the data collected showed that Social Work, since the beginning of Cohab/PA, has occupied an important place in the machinery of the Company. On the one hand, the professional work of social workers was polarized by the conservative institutional requirements in the context of the dictatorial period and, on the other hand, by the demands of the working masses, who were pressuring the public authorities for answers to the housing issue in the territory of Pará. At the same time, the training in Social Work, in the period covered by the research, suffered the influences of the Reconceptualization Movement and of the renovation process in the Brazilian Social Work; these repercussions also appear in the social workers' reports about the development of their work, strongly influenced by the Community Development perspective. Despite the conservative demands, it was possible to identify initiatives of articulation of social workers to the struggle for better living and housing conditions by the working class, especially in the period of exhaustion of the dictatorial state.
