Dissertation Title: "ENVIRONMENTAL CRIMES AND SOCIOAMBIENTAL COMPENSATION FUNDS IN BARCARENA (PARAEAST AMAZONIA): A Comparison of Corporate and Non-Governmental Funds"

Abstract: This dissertation entitled “Social and Environmental Compensation Funds in Barcarena (Amazônia Paraense): A comparison between business and non-governmental funds” aims to describe and compare two socio-environmental compensation funds, Fundo Barcarena e Abaetetuba and Fundo Sustentabilidade Hydro (FSH), arising from Socio-environmental Crimes, in Baixo Tocantins, in the municipality of Barcarena – Pará. We want to enable traditional peoples and communities to take a critical look at socio-environmental compensation funds. To achieve this objective, we used the method of historical-dialectical materialism, which will help us in socio-historical understanding and in the basis for a reflective analysis. The research methodology is qualitative and quantitative, using as an instrument and data collection technique: a) bibliographic research, through articles, dissertations, theses on socio-environmental conflicts and socio-environmental compensation funds in the Amazon; b) documentary survey via the official website of Fundo Dema and Fundo Socioambiental Barcarena e Abaetetuba, Fundo Sustentabilidade Hydro website regarding the process of creating socio-environmental compensation funds in Barcarena, technical reports from both funds, newsletters, institutional folders, news published in the official websites, transmission of the public hearing, via the Federal Public Prosecutor's Office; c)semi-structured interview with the Dema Fund representation and 01 community leader, in which he participated in actions in both funds. The research allowed us to understand that in order to achieve satisfactory socio-environmental compensation, we need the funds to focus on local initiatives, rooted in the affected communities and on active and participatory management of the directly impacted communities, deliberating and accompanying decision-making regarding the resource received, thus applying the resource assertively and lastingly.
