The thesis project aims to analyze the implementation of the Specialized Center in Rehabilitation III at the University of the State of Pará. CER is a public health service institution for people with disabilities through the network. SUS and is provided for in the National Plan for the Rights of Persons with Disabilities - Plan Living without limits. The objective of this research proposal is to analyze, from the perspective of the subjects involved, to what extent the UEPA CER III has been in operation for eight years, following the guidelines provided in the Unlimited Viver Plan. The specific objectives of the project are: to analyze the legal guidelines that guarantee the right to health of people with disabilities; mapping the Health Care Network for people with disabilities in Pará; Analyze the challenges for the realization of the social model of disability; contribute to the advancement of studies on the issue of disability in the field of Social Work. Theoretical basis The methodology of the research project is the method of historical and dialectical materialism of Karl Marx. The nature of the research will be quantitative and qualitative (mixed approach). O A methodological route will be developed based on bibliographic, documentary and field surveys. The field research site is CER III located on the Campus. II (CCBS) of UEPA. The bibliographic search that arises from the state of the art of the object, allowed to know that Brazil has a normative body that regulates the policy of the public health service for people with disabilities. The debate on human rights through the protagonism of social movements has included the agenda of the rights of persons with disabilities in the discussion agenda. The Convention on the Rights of UN Persons with Disabilities, represents the legal instrument based on the disability model and that has been the legal basis in the elaboration of the internal laws of the signatory countries of the Convention. As an example, the Brazilian Law of Inclusion, a statute enacted in Brazil in 2015.
