Abstract: The present Doctorate qualification project proposes research on the issue of Institutional Capacity of the Union, State and Municipality in Public Management in the City of Belém/Pa: Under the Aspect of the Land Question, where the public institutions responsible for issuing titles in the city of Belém/PA, are the following: the Federal Government through the Superintendence of the Union Heritage - SPU/PA, the State Government of Pará, through the State Housing Company - COHAB and the Municipality of Belém/PA , through the Companhia de Desenvolvimento e Administração da Área Metropolitana – CODEM, with the objective of analyzing the institutional capacity of the Union, the State and the Municipality in public management: from the perspective of the land issue in the city of Belém/PA, and in identifying the land regularization programs developed by public institutions in the period from 2015 to 2022, to understand the trend of performance of federal, state and municipality, in addition to investigating the possible effects of real estate speculation in areas that were covered by land regularization.
