Title of the Thesis: “I WILL RISK THE LAST MATCH”: INDIGENOUS MOVEMENT AND QUILOMBOLA AND THE SOCIAL ASSISTANCE POLICY IN THE AMAZON RURAL ENVIRONMENT

Abstract: This thesis consists of a study of the movements of indigenous and quilombola peoples in relation to the defense of and access to rights, that is, whether the actions directed by the State towards indigenous and quilombola users are guided by their own political agendas, especially the right of access to public policies in the rural Amazon, particularly the Social Assistance Policy ("Política de Assistência Social" – PAS). The empirical reference is guided by the reality of the Sateré-Mawé indigenous people and the five quilombola communities (Ituquara, Boa Fé, Santa Tereza do Matupiri, São Pedro and Trindade) located along the Andirá River, in the rural area of the municipality of Barreirinha, in the sub-region of the Lower Amazon. Thus, the general objective is to analyze the constitutional prerogatives of public policies, with a focus on the PAS, articulated within the scope of the social movements of indigenous peoples and quilombolas of the Andirá River. The method on which this study is rooted is historical and dialectical materialism, and its methodological procedure is based on qualitative research, sequenced in three stages: literature review, document survey, and field study. In the latter, we used a set of techniques and instruments applied to nine quilombola leaders and six indigenous leaders of the Andirá River. The results reveal the importance of indigenous and quilombola movements in the 21st century, due to their struggles for collectivity, participation, citizenship, human and ethno-racial diversity, with the perspective of a societal project contrary to the current economic system. In the Andirá River, the claims for land remain as a central agenda, with other linked agendas focused on the access to public policies from the perspective of social rights. We have identified that, in the case of Social Assistance, there is still a gap between the "legal" and the "real", which is why we claim a Policy that concretely considers the "Amazonian factor", especially based on the social relations and conditions of rural peoples, which will certainly require more organization, tensions, and participation through social movements.
